The career of Mr. Niamatullah Atif spans a wide spectrum of public sector responsibilities for the Islamic Republic of Afghanistan. Most recently in August 2017, he was appointed as Director General Skills Development of the Ministry of Labor and Social Affairs. He holds Master degree in Economics from International Islamic University, Islamabad, Pakistan and Earned a BSc (Hons) in Economics from the same university. Mr. Atif has broad experience in public financial management, non-formal technical vocational and educational training (TVET), and banking and donor relations. Mr. Atif had a key role in the establishment of TVET-commission for the first time in the history of Afghanistan. Under his leadership alignment of non-formal TVET was improved, TVET- procedures were simplified, coordination among all partners on TVET was improved, and he has contributed in the de-concentrated budget execution at the provincial level is beginning to upgrade the national budget process. From 2006 to 2017 Mr. Atif has served as Budget Officer and subsequently as sector manager and Sector coordinator at the Ministry of Finance (MoF), while at the MoF he has contributed to the development of Social Protection strategy, costing of NPPs and development of portfolio mechanism at the national and sub-national level.
